#Fallout 4 place anywhere not working mod

I've edited the ini's to disable the thumbnail scrolling in the workshop as well as making the scrolling in the workshop go much faster. I've tried manually installing ~8 different versions of PE, f4se, and FO4 All mods including PE are current with FO4, and f4se All other mods that need f4se are working properly I've had very minor bugs, glitches, hickups and none with the workshop, settlements, etc. All CTD's and incompatible mods are resolved/removed, respectively The base game, DLC's, and mods have been checked for ITM records and had their masters cleaned (None of the mods had any ITM's or needed their masters cleaned)

:)Д«efore I post mod orders and all that, fallout 4 is the latest version, so is F4se, and so is place everywhere. Go to where the place.ini file is, find the line that reads toggleable, delete the semicolon in front of the line, change the '0' to a '2'.

EDIT: I found the problem for me at least.
